Tom Ogburn claimed to be the first white man to settle in the Townsite area.  However, encroaching houses fuelled his desire to live in peace and he built a home and orchard on the shore of Goat River.  Eventually, he and his wife realized that other people must like tranquillity as well, so they built the first fishing lodge on the lake in 1916.  Upon Tom's death in 1931, Mrs. Ogburn returned to England and the lodge was no longer maintained.
